To create a new Pop-Under ad, log into your Advertiser account, and click on the Create new campaign button:
Now select Pop-Under Ad, and choose whether you want a regular (desktop) ad, or a mobile targeting ad. Don't worry, you can change your mind later.
Next select the Geos you wish to target, using the Add and Remove buttons, once done, click Next.
You will then see the available targeting options. Pop-under ads can only select RON targeting.
The next step is to select the Quality Score.
Please note that a website that converts well for one offer, may not work well for another. It can be better to take a bit of extra time, and optimize sources through your own blacklisting of sources that don't convert well for your offer.
Next set the cost per visitor (CPV) bid for your campaign. Your bid will determine the exposure of your ad. Increasing your bid will improve your ad's exposure. The recommended minimum bid should show you how much you need to bid to get some traffic, the bid analyzer will help you find out the top bids for your settings
Click "Next" to continue.
Now you can setup your ad, name the ad something that will remind you which ad it is (perhaps a description of the target URL and any targeting set) and setup the Destination URL (the URL you want to send the visitor to).
Pop-under ads also are one of two ad types that can allow adult ads, by selecting Porn under the Traffic Source Type.

Please take note of the Landing Page Guidance, if you breach these rules, your account may be fined and/or suspended.
Once done, please click Next.
The final step in creation is to set a budget if needed. Please note, if you place a high bid, and a low budget, there is a chance that it will over run. This is due to the ad simply being triggered too fast for our systems to pause it in time. Please be reasonable with your bids.
